Idea

Keep today's layout and stop showing fields that say nothing. The smallest change and the cheapest to ship. Each field gets a visibility rule based on env, project and org.

Rules

• MTD Cost appears only when tracking is on. Otherwise admins see an "Enable" link in the ⋯ menu.
• Remote dev appears only when it is On.
• Labels sit inline next to the status. The "No labels" row is gone.
• Created and Last update merge into one "Updated" field. Created shows in a tooltip.
• Public ID and Namespace move to the right as plain copy IDs.
• URL Handle moves to the URLs button and Settings.

Trade-offs

• The strip changes length from env to env. This is fine because labels stay put.
• It still adds a full-width band.
