Idea
The env name is already the last breadcrumb, so the breadcrumb row becomes the header. The empty space to its right now holds status, the stack chip and the env actions. Below it are one muted facts line and the tabs. The separate title block is gone.
What moved where
- The bell, settings and avatar stay at the far right. The project switcher is now the "project" crumb (click it to switch), which frees about 160px.
- Configuration and URLs become icon buttons with tooltips. Deploy and Stop keep their labels.
- The facts line follows the noise rules: cluster only for multi-cluster orgs, no remote dev, cost only when tracked.
- The pinned top is about 140px: breadcrumbs, facts and tabs.
Trade-offs
- Org/project navigation and page actions share one row, which is dense. On narrow screens the org crumb collapses to "…".
- The env name drops to about 17px. The PR segment stays visible, and the prefix truncates first.
